Abstract

La ciudadanía constituye un componente esencial de la democracia. En las dos últimas décadas se ha reactualizado el debate en torno a la noción de ciudadanía. Para aclarar los retos de esta revitalización de la ciudadanía el Proyecto parte del supuesto de que puede ser de gran utilidad estudiar los elementos que concurrieron a la crisis de la ciudadanía participativa a comienzos del siglo XX. El estudio de lo que ocurrió entonces, cómo se pensó y qué respuesta se dio a ello podría aclarar o servir de referencia para algunos aspectos del debate actual. En tal sentido el Proyecto considera que esta ‘desaparición’ del debate sobre la ciudadanía tuvo que ver con el surgimiento de la sociedad de masas y su conceptualización entre los años 10 y 30 del siglo XX. Para verificar este planteamiento el Proyecto se plantea profundizar en la obra de dos autores clave –Walter Lippmann y José Ortega y Gasset–, de la misma generación, afines a la tradición liberal y con planteamientos paralelos en ciertos aspectos; envueltos ambos en las tensiones entre la exigencia normativa de participación y las dificultades de hacerla efectiva en el contexto de comienzos del siglo XX. El Proyecto identificará las claves estructurales (antes que ideológicas) bajo las que se pensó el surgimiento de la sociedad de masas, las jerarquizará y comparará en la obra de ambos autores y pasará a considerar el modo en que estas claves estructurales afectaron a la noción y la práctica de la ciudadanía en las propuestas de Lippmann y Ortega.The citizenship constitutes an essential component of the democracy. In the last two decades the debate concerning the notion of citizenship has been re-updated. To clarify the challenges of this update of the citizenship, the Project departs from the supposition that it can be of great usefulness to study the elements that contributed to the crisis of the participative citizenship at the beginning of the 20th century. The study of what happened then, how was thought and what response was given to it might be useful as reference for a better understanding of some aspects of the current debate. To this respect the Project considers that this 'disappearance' of the debate on the citizenship can be related with the emergence of the mass society and how it was thought between the 10s and 30s of the 20th century. To check this approach the Project considers to go through the work of two key authors -Walter Lippmann and Jose Ortega y Gasset-, both of them of the same generation, in tune with the liberal tradition and with parallel expositions in certain aspects; involved both in the tensions among the normative exigency of participation and the difficulties of making it effective in the context of beginning of the 20th century. The Project will identify the structural keys (before than ideological) under what was thought the emergence of the society of masses, will order and compare them in the work of both authors and afterwards will pass to consider the way in which these structural keys concerned the notion and the practice of the citizenship in the work of Lippmann and Ortega.
