El nombramiento del presidente del Gobierno de la Reforma Política: un episodio clave de la transición democrática.

Abstract

Una de las premisas del cambio democrático que preveía el entonces Príncipe de España residía en la adecuada elección de un presidente del Gobierno a la muerte de Franco. La institución, a la que la Ley Orgánica del Estado (1967) atribuía importantes facultades, sería clave para acometer la Ley para la Reforma Política que conduciría a España del régimen autoritario a la democracia “de la ley a la ley” sin rupturas ni procesos revolucionarios. La metodología elegida en este artículo consiste en la reinterpretación de las fuentes esenciales a la luz de un nuevo testimonio inédito: el de Alfonso Osorio, vicepresidente del segundo Gobierno del Rey Juan Carlos I. Este trabajo abordará las particularidades, y desviaciones, del proceso que conduciría finalmente al nombramiento de Adolfo Suárez.

One of the premises of the democratic change that the then Prince of Spain foresaw was the election of a suitable Prime Minister after Franco’s death. The institution, to which the Ley Orgánica del Estado (1967) assigned some relevant duties, would be the key to undertake the Political Reform that would lead Spain from the authoritarian regime to democracy, “from the law to the law”, without either a break up or a revolutionary process. The methodology applied in this paper lies in the reinterpretation of the main sources in light of a new yet unpublished statement of Alfonso Osorio, Deputy Prime Minister of the second government of King Juan Carlos I. This paper deals with the characteristics, and diversions, of the process that eventually led to the appointment of Adolfo Suárez.
