This paper begins with an analysis of the historical context in which Paul VI’s encyclical was born, with special emphasis on diversity between, and within, the main geopolitical blocks. It then discusses Populorum Progressio’s main proposals, leading to a comparison of four present-day models of development: liberal, those based on public global goods, alter-globalists and those centered on ethical values.
